However, the last time I was at the marina and turned the engine over, it would run, but as soon as it was put into forward or reverse, it would putter out.

Last I talked to the marina, the slip is transferable.
I currently pay somewhere in the range of $350 per month.
I should be down at the marina today, April 20th, to take up-to-date photos of the exterior and some of the interior.
