Position Profile: Under general supervision by an Academic Administrator, the project manager develops, leads, plans, manages, coordinates and directs all aspects of the related projects or grants.
Distinguishing Characteristics Project Manager positions are temporary academic administrator positions.
Project Manager positions are specially funded and exist as long as the specific project funding continues.
The job specifications are developed based on grant awards.
The positions are developed to manage one or more special projects awarded to the District.
Project managers generally conduct research; review, evaluate and analyze statistical data, manage budgets; prepare proposals and administrative reports; prepare summaries, narrative analyses and make recommendations.
Facilitate, coordinate and fulfill project challenges.
Project Managers may provide supervision to District staff, including, but not limited to directing work duties, conducting performance evaluations, recruitment, and selection.
Primary Duties and Responsibilities: Develop, implement, administer, and evaluate policies, programs, and services; adhere to State and Federal laws and regulations.
Provides supervision, guidance, direction, and support to faculty and classified staff.
Provide strategic leadership and direction for all Career Education grants (Biotech and Aquaculture) including consulting, process development, best practices, and resources development.
Effectively execute project management duties related to Career Education grants including: Interpretation of grant terms and subsequent development of workplans and timelines to meet grant deliverables and objectives.
Administration of fiscal related transactions in coordination with grant team and fiscal department; budgetary management and reporting.
Periodic assessments to ensure grant teams are on track to meet spending deadlines and stated outcomes; adjust workplan as needed.
Delivery of reporting requirements as specified in the grant.
Collaborate with the leadership of District constituents, grant teams, and stakeholders to share information on grant-funded program development in the Career Education space (Biotech and Aquaculture) including best practices, redesign processes, program implementation/direction, and prioritize action items.
Chair or serve on committees, task forces and other work groups; make presentations to employees and/or the public at various meetings; and conduct workshops to provide specialized information, as needed.
Provide technical expertise concerning the Career Education Program (Biotech and Aquaculture) grant projects.
Apply and explain Biotech and Aquaculture related state and federal laws, rules, regulations, inclusion policies, and practices.
Establish, collaborate, and maintain on-going communication with district departments, community resources and State organizations.
Conduct and assess data collection; implement maintenance of required records and statistical data; prepare and submit reports, compile, and evaluate data.
Maintain annual program budget and control of expenditures including recommendations on fiscal sustainability and/or growth of grant-funded programs and collaboration with the grant office to address resource development needs.
Contribute to the review and update processes as needed.
Develop, implement, review and direct internal control procedures, operational standards, and policies and procedures that ensure regulatory compliance.
Maintains a friendly and supportive atmosphere for students, faculty, staff, managers, and the public.
Performs other duties related to the position as assigned.
Attend monthly local, regional, and statewide meetings as needed.

Minimum Qualifications Possess a Master’s degree from an accredited institution and academic leadership experience or equivalent.
One (1) year of formal training, internship, or leadership experience reasonably related to the administrative assignment.
Evidence of an equity-minded approach that recognizes socio-economic, academic, cultural, and ethnic diversity within the community college population including students with physical and/or learning disabilities.
Ability to utilize effective strategies for prioritizing and integrating equity at our institution.
Preferred Qualifications A minimum of two (2) years of increasing responsibility in the program area.
Project or grant management credential.
Experience in the supervision of classified professionals, leading faculty and employee performance evaluation.
