Safety & Emergency Program Manager
Reporting to the Manager, Security, Intelligence, and Risk Management, the Safety & Emergency Program Manager leads the development and implementation of strategic plans for a comprehensive safety program.
The Safety & Emergency Program Manager assists in the administration of a wide variety of safety functions and emergency management tasks across the RAND world-wide enterprise.
This position is responsible for developing emergency response plans and procedures to respond to a wide variety of natural and man-made disasters, working with Security & Classified Operations’ leadership, as well as maintaining Public Private Partnerships as appropriate.
Duties
Oversee the development and dissemination of corporate safety policies and procedures.
Provide guidance to Security & Classified Operations staff at all RAND sites to develop common processes and procedures regarding safety and emergency-related practices.
Liaison with local first responders at RAND sites to develop and maintain strong relationships.
Oversee the development and execution of RAND’s safety awareness program.
Assist in planning and conducting exercises within RAND and in exercises involving local first responders.
Lead large department-wide project and initiatives.
Support the following within safety and emergency management portfolio:
Provide guidance to staff and lead small project/program teams.
Design and recommend solutions to complex problems.
Prepare and review management reports and/or contractual documents.
Develop and recommend improvements to systems and/or processes to improve operational efficiency.
Administer and lead each site's Emergency Response Team (ERT); oversee training through each site's ERT Coordinator
Lead and administer RAND's Mass Notification System; currently Singlewire.
Support and administer RAND's Incident Command Team (ICT), including RAND’s National Preparedness Month Campaign
Support and administer RAND’s Business Continuity Plan (BCP)
Provide recommendations to the Executive Director, Security & Classified Operations and Chief Security Officer on the department’s annual budget regarding safety.
Other duties as assigned.
Basic Qualifications
Knowledge and experience in crisis management and business continuity
In-depth knowledge of OSHA and safety regulations and best practices
Experience with fiscal management and budgeting
Experience building relationships within Public Private Partnerships
Excellent verbal and written communication skills
PC usage skills
Must be able to pass a background check.
Preferred Qualifications
Certified Emergency Manager (CEM) credential desired
Completion of FEMA Practitioner Training desirable
Experience
At least 6 years of relevant experience required.
At least 9 years of relevant experience preferred.
Education
BS/BA in Emergency Management, Security or related field required.
MS/MA in Emergency Management, Security, or related field preferred.
Security Clearance
Must be able to obtain and maintain a Top-Secret U.
S.
government security clearance.
Possession of at least a Secret U.
S.
government security clearance is preferred.

Salary Range
$100,100 - $152,400

The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
