Planned Parenthood Los Angeles is seeking an experienced and caring Manager, Health Center Operations with excellent communication and customer service skills to join our talented teams in Los Angeles.
This is not a desk job.
This position is responsible for overseeing the overall management of multiple facilities in designated areas including financial management, risk management, quality assurance compliance, patient care management, and staff management.
The Manager, Health Center Operations provides leadership and direction to assure safe, efficient, therapeutic and ethical patient care and positive staff relations.
The Manager is directly responsible for engagement in and monitoring of Quality Assurance programs and regulatory compliance, health center inventory management, health center process improvement, expansion of PPLA services, and oversight of day-to-day health center management and personnel.
The Manager, Health Center Operations would be responsible for overseeing the following PPLA Health Centers: 1) Baldwin Hills/Crenshaw Basics Health Center, 2) Bixby Health Center, and 3) S.
Mark Taper Health Center (Downtown LA).

Our Ideal Candidate will have the following qualifications: BA/BS degree in related field or equivalent training experience required.
Minimum of two (2) years’ experience in a health, medical or social service setting required.
Minimum of two (2) years supervisory experience required.
Reproductive health, primary/managed care, and/or surgical services experience required.
This position requires an employee to have a valid CA driver’s license, a reliable means of transportation and carry current auto insurance in compliance with the minimum requirements of the California Vehicle Code.
Willingness to travel frequently within the affiliate and periodically to outside meetings required.
Ambulatory surgical services experience preferred.
Experience in research practice preferred.
Knowledge of Title 22 preferred.
Relevant experience, the skill and competence to manage healthcare/health center operations.

About the position: Abortion patients are cared for at each of our health centers, and in part through the administrative, support, and other non-clinical services provided at all PPLA locations, and by all PPLA employees.
Supporting these critical services is an essential job duty, and a fundamental responsibility of all employees and contractors.
Maintain a liaison relationship between departments through attendance at meetings and through both written and oral communication.
Ensure prompt corrective action is implemented with cost, safety and patient care as priorities for the facilities, equipment and systems.
Lead affiliate projects as directed by Senior Director of Health Center Operations.
Develop and maintain an open line of communication with Center Managers, Health Center Supervisors and staff through staff meetings or written memorandums.
Understand and follow PPLA patient and employment policies and procedures.
In coordination with the Senior Director, Health Center Operations, facilitate the expansion and implementation of PPLA services and monitor progress.
Serve on and/or facilitate Agency workgroups aimed at creating improved work processes.
Design programs to enrich patient care delivery.
Represent PPLA interests at local programs to state agencies and other entities as assigned.
Perform other duties and special projects as assigned.
Financial Management Duties: Responsible for monthly monitoring of financial results, variance reporting and action plans to meet established budget objectives.
Supervises inventory management including, purchasing, product selection and supply usage.
In collaboration with the Training Department, provide training on policies and procedures to staff to ensure compliance with financial standards.
Review payroll reports for compliance to Agency and regulatory agency policies.
Review billing/charge reports to ensure ethical, accurate, and timely submission of charges.
Risk Management/Quality Assurance Compliance Duties Ensures compliance with policies and procedures in accordance with State and Federal Regulations for patient care and services.
Ensures compliance with State or Federal Regulations of the Injury Prevention and Safety Training Program.
In collaboration with Risk and Quality Management, maintains Quality Assurance Programs as required by Agency.
Constantly looks at current processes and procedures and identifies and implements areas of improvement while adhering to HIPAA and other State and Federal Regulatory requirements.
Participates in and leads Quality Assurance meetings and all applicable in-services.
Patient Care Management Duties Participates in development and revision of Policies and Procedures with Senior Directors of Health Center Operations or Clinical Services, Medical Director or Departmental Leads to ensure consistent, efficient and safe treatment delivery.
Fosters a sense of urgency in staff that promotes commitment to optimal clinical outcomes, regulatory compliance for the health centers.
Staff Management Duties Creates, maintains, and communicates efficient and timely employee schedules according to the needs of the health centers, lab and high school clinics: 1) Rounds to each clinic weekly, and 2) Opens or Closes a clinic, alternating shifts Provides leadership to direct reports: 1) Helps direct reports overcome any organizations obstacles encountered during projects, 2) Knows, understands, implements, follows, and communicates to teammates all PPLA employment Policies and Procedures and other opportunities within company and foster a positive work environment, and 3) Ensures all employment processes are completed timely and in compliance with policy and any applicable laws.
Plans, organizes and manages the health center, lab and high school clinic staff to ensure high quality patient care according to Policies and Procedures.
Addresses staff relations issues appropriate and escalate as necessary.
Provides work direction for department staff as needed.
Determines staffing plans that promote the most effective use of all teammates; ensures coverage during staff absences.
Reports and documents all staff injuries, according to established policies and procedures.
Knows and understands basic wage and hour laws, federal, state and local laws and regulations, and legislation affecting employment: 1) Reviews and approves time cards of direct reports for bi-weekly payroll, 2) Reviews and approves time cards of all staff for payroll, 3) Tracks overtime, attendance and ETO, and 4) Researches and responds to questions regarding payroll issues.
Develops and conducts educational programs to keep staff up to date with policies, new laws and regulations impacting work, and other information necessary to maintain staff’s knowledge of department processes and goals: 1) Ensures mandatory in-services and annual competencies are completed as required.
Maintains and communicates health center emergency management programs and ability to act swiftly, confidently in an emergency: 1) Knows, understands, follows, and implements safety and security policies and procedures.
