Principal ROW (Right of Way) Technical Specialist

Arcadis seeks a Principal ROW (Right of Way) Technical Specialist to join the team in Los Angeles to support project administration activities under the supervision of the Project Manager, Contract Administrator, and Project team for a highway construction project including support of change control procedures, pay application processing, and coordination with interfacing departments among other contract administration tasks as assigned.

Role description: This on-site position is directly responsible for administration of construction contracts and reviews the work of contractors, and third parties in accordance with the terms and conditions of applicable contracts and documents.
Role Accountabilities : Reviews engineering, construction, and project deliverables — such as submittals, plans, and specifications - for constructability, safety, quality, cost, schedule, and technical adequacy.
Interfaces with engineering and contractor staff.
Provides technical expertise on technical issues.
Provides technical leadership for construction, constructability, safety, quality, cost, and schedule.
Provides claim analysis on technical issues.
Required Qualifications : 10 years of experience in the technical field.
Bachelor's degree in business, public administration, engineering, or construction Management or equivalent work experience.
Professional license, accreditations or qualifications in field of expertise.
Creates reports using Microsoft Word, PowerPoint, Access Database, and Excel.
Key Skills and Attributes: Theories, principles, and practices of public procurement, supply chain management, contract administration, and/or practice of public agencies Applicable local, state, and federal laws, rules, regulations, and policies pertaining to public procurement.
Theories, principles, and practices of project management Applicable business software applications Communicating effectively both orally and in writing Think and act independently.

The salary range for this position is $133,000 - $200,000.
