The Institute of Popular Education of Southern California (IDEPSCA) is a nonprofit community based organization whose purpose is to promote self-determination in the day laborer and domestic worker community in Southern California politically, culturally, and economically using popular education methodology.
We promote the development of collective solutions to community problems.
*Workers’ Health Program description:* The Workers’ Health Program was officially launched in 2004 as a response to the recurring health needs of the target populations, day laborers and domestic workers, using a _Promotoras de Salud_ (community health worker) model.
As the Program continues to grow, addressing social determinants of health through worker-led advocacy, leadership development, warm referrals, and popular education are at the core of our work.
Currently, the focus is to expand access to primary health care services for day laborers and domestic workers by connecting them to a system of care, as well as raising worker awareness towards preventative and collective care.
The Workers’ Health Program believes that workers are not only capable of taking ownership of their own health, but can also build power and resources to fight for their community’s overall health—whether it be at work, home or at a Day Labor site.
Due to the nature of the Health Program’s vision, this Program helps anchor the health related activities of the Day Labor Program and _Mujeres en Acción_ (Domestic Worker program).
The Health Outreach Coordinator would join the Health Team currently composed of the Health Program Director and the Health Services Planner.
*Position Summary:* The Health Outreach Coordinator focuses on ensuring domestic workers and day laborers can participate in all Health Programming, which includes warm referrals to local community clinics, targeted health services and education on site or at “hot spots” (key areas where target population can be found), and active participation in Health and Safety Committees .
This is accomplished via regular site visits, flyering, one-on-one conversations via text or phone calls, consistent outreach efforts at “hot spots” and social media.
The Health Outreach Coordinator supports the Program Director in the overall accomplishment of the Goals, Plans, Activities, Evaluation and Performance of the program.
Coordinator will lead in the day to day efforts to ensure active participation of target population at all Health Programming at the 5 Day Laborer sites (Cypress Park, Downtown, Harbor City, Hollywood, and Van Nuys), members from the _Mujeres en Acción _program, as well as other low-wage workers identified by the Program, such as those impacted by recent wildfires, extreme heat and COVID-19.
*Responsibilities include, but are not limited to (dependent on projects funded):* *Outreach & Education* * Visit day laborer sites regularly and other potential target areas with the goal of providing health education and share direct services resources.
* Identify priorities for referrals and education of the target populations.
These include but are not limited to: chronic disease management, mental health, and occupational health.
* Prepare materials for outreach efforts, including printed educational materials and sign in sheets for all Health Programming.
* Work closely with the Health Team to prepare for monthly Health and Safety Committee meetings with workers.
This includes preparing agendas and materials to ensure goals of the Committees are met.
* Work strategically with the Health Team to ensure recruitment and retention of workers in Health Programming.
* Support the development of the Health and Safety Committees.
This includes facilitating health and safety trainings, taking meeting notes, documenting highlights of meetings by taking photos or quotes of participants, and following up on worker issues raised during meetings.
* Support the creation of Health education based on the day to day engagement with workers by providing feedback on content and design.
Some topics will include COVID19, public health emergencies, climate justice, disaster preparedness, and occupational health.
* Outreach to workers to invite them to special projects and health related initiatives that IDEPSCA has vetted, like research studies, focus groups, that promote worker wellness and prevention at work and in impacted communities.
*Health Referrals* * Provide follow up by scheduling one on one visits, calls or texts with workers that need “warm referrals” to health services; and following up to ensure members are being supported throughout the process and receiving necessary services, as well as troubleshooting with agencies if problems arise.
Coordinator may work closely with DLP Coordinators to host Health Enrollment events on site if it facilitates worker engagement.
* Manage the internal referrals incoming through the organization’s database from the Programs (Day Laborer Program and Mujeres en Acción) who seek health enrollment support and other health related needs for workers, such as health enrollments and Workers Compensation resources.
* Collect and centralize direct services and referrals information to support Staff when resources are needed throughout IDEPSCA’s programs.
*Events & Partnerships* * Identify potential agencies, like community clinics, to create Memorandums of Understandings (MOU’s) and stronger relationships with resources for direct services for members.
Support the Program Director in meeting with potential partners to establish working relationships to better serve workers.
* Maintain consistent communication with key Health Partners like local Community Clinics and the Los Angeles County Department of Public Health to ensure workers’ concerns and needs are being addressed as timely and thoroughly as possible.
* Support cross-program communication between Health, Day Laborer Program and Mujeres en Acción for worker referrals, logistics for events and overall collaboration.
*Reporting & Documentation* * Work closely with the Health Services Planner to ensure data collected is accurate and up to date.
* Upkeep database (Powerbase/Nextcloud) with worker information to record event participation and health referral follow up details.
* Provide monthly reports that summarize referrals, partnerships, advocacy and outreach efforts to support workers’ health.
* Support Program Director with fund related grant reports as needed.
*Qualifications:* * 1-2 years experience doing health education and direct services referrals.
* Excellent communication and interpersonal skills.
Experience facilitating small group discussions is a plus.
* Knowledge and commitment to immigrant rights, social justice and health equity.
* Ability to respectfully engage with diverse communities including folks facing houselessness, substance abuse, mental health crises and unemployment.
* General knowledge on popular education and health advocacy.
* Bilingual (English and Spanish).
* Excellent writing and analytical skills.
* Ability to maintain confidentiality when handling personal sensitive information about workers health and well being.
* Detail oriented, takes individual initiative, and works well in a team.
* Patience and respect a must with both community and staff.
* Availability to work early, late, long hours and some weekends when necessary.
* Ability to prioritize tasks and problem solve collaboratively.
