Basic Function The Radio Engineer shall work under the direction of the Director IT Project Activation Office and will perform specific assignments supporting the IT construction projects.
Acts as engineering lead in the design and implementation of radio frequency (RF) communication systems as well as the installation of electronic components and systems used to transmit and receive microwave signals, not associated with cellular RF systems, and will be responsible for engaging with the requesting business units and developing schedules for assigned projects.

1.
ENGINEERING DELIVERABLES a.
Designs IT infrastructure and coordinates system build activities for data connectivity and configures related radio communication networks, two- way radios, microwave radio links, network routers, switches, and other IT-related equipment.
b.
Prepares IT network infrastructure solution designs and provides technical assistance in the installation of new or upgrades of existing analog and digital communications systems by documenting business and technical requirements, drafting a solution design, preparing implementation plans, assessing and allocating resources and facilitating staff training.
c.
Acts as the technical engineering lead in the design and implementation of radio frequency (RF) communication systems to include VHF, UHF, 700/800 MHz, 900 MHz, SHF, EHF, PTP Microwave and various public safety bands.
d.
Develop case studies of various interdepartmental radio systems and develop short term/long term plan for system enhancements.
e.
Documents existing systems architecture & technology portfolio to promote currency of installed, operational systems.
f.
Identifies, tests, diagnoses and resolves communications systems performance problems across a multi-platform technology environment.
g.
Work directly with members of Metro’s Technology Infrastructure Engineering Services group and other key staff to brainstorm and define next generation products.
h.
Review design documentation of existing and future RF systems such as FCC licensing information, system flow charts, etc i.
Reviews contract documents for compliance with design codes and standards, design criteria and policies and procedures.
j.
Reviews and verifies contractor invoices.
k.
Interacts with vendors to resolve communications equipment and telephone network issues.

PROJECT MANAGEMENT a.
Acts as project lead in designing communications systems to include access control, public address, video surveillance, local area networks (LANs) and wide area networks (WANs), including data, voice, video and other low voltage cable infrastructures.
b.
Collaborates with vendors and manufacturers to discuss technology alternatives, product roadmap, and arrange for demonstrations; evaluates products and makes recommendations.
c.
Interfaces with staff and Change Control Committee and technical staff to facilitate daily operations and processes for both hardware and software platforms including the coordination of service and repair of equipment and systems.
d.
Produces PM documentation consistent with ITS' IT Construction Lifecycle methodology from project inception through closeout.
e.
Works with Project Manager to develop plans, schedules, and bills of material.
f.
Identifies project risks and issues and works to mitigate risks and resolve issues.
g.
Updates project management information into the enterprise Project Management System h.
Prepares periodic project status reports and delivers project status presentations to ITS and stakeholder management personnel.

Knowledge/Experience Requirements Proposed Contractor resource must possess demonstrable knowledge in the following areas: a.
Strong academic background and experience with digital and analog Land Mobile Radio (LMR) engineering and microwave system engineering.
b.
Must have broad knowledge of IT infrastructure components.
c.
Contract administration especially related to use of third-party vendors on IT projects.
d.
Working knowledge of modem project management methodologies and systems for managing IT and infrastructure construction projects.
e.
Theories, principles, and practices of radio, video, microwave radio, fiber optics, communications engineering design and construction.
f.
Understanding of RF modulation/demodulation techniques (BPSK, QPSK, QAM, etc.
) g.
Experience collaborating with architects, engineers and other construction and building specialists during the design/ build process.
h.
Experience with backhaul architecture such as, T1’s, T3’s, PTP, etc i.
Hands-on experience with RF testing techniques, including spectrum analyzers, power meters, and performance/coverage analyzers.
j.
Ability to read, understand construction plans and technical specifications.
k.
Experience reviewing 'As-Built" drawings reflecting changes from the base contract documents to include approved change order requests, clarifications, correspondence and field conditions.
l.
Proven track record delivering executive level consulting services to large organizations with transportation industry experience being highly desirable.
m.
Knowledge of Metro's operations and ITS processes is highly desirable.
n.
Knowledge of systems and tools is highly desirable.
The ITS Project Activation Group department utilizes the following systems and tools: 1.
EPM-Live for its Program/Project Management tracking system.
2.
Ivanti for its ticket and work order tracking system.
3.
Must have a working knowledge of the Microsoft Office applications (MS Word and Excel are required; Visio and Project are desired.

AutoCAD or Bluebeam experience (desirable).

Skills Qualifications Proposed Contractor must have the following minimum qualifications: a.
Must fully understand various technology platforms/systems: radio communication, public address, analog networks (voice), data networks (data & voice), microwave radio, video surveillance, etc.
b.
Bachelor's degree in Electrical, Electronics or Telecommunications Engineering, Computer Science, Information Systems, or related field.
Relevant knowledge, experience and or related system certifications will be considered in lieu of education.
c.
5-10 years' experience in engineering communications or network systems including the design and installation of large communications systems, electronic, radio or data networks.
d.
FCC license e.
CISCO LAN/WAN/VolP, Motorola, Harris, Aviat etc.
certification(s) (desirable).
f.
Certifications/Licenses: BICSI RCDD, BICSI OSP (desirable).
g.
Five (5) years performing network engineering project work serving in the role of PM or Project Lead.
h.
Valid California Class C driver license.
Contractors must be willing and able to travel using personal mode of transportation from the Metro headquarters facility in downtown Los Angeles to various Metro facilities as needed in order to complete project work.
