DEFINITION: Performs highly specialized clerical and staff support work in the Executive Office of the Board of Supervisors.
CLASSIFICATION STANDARDS: Positions allocable to this journey-level class typically work under the technical and administrative supervision of Head Board Specialists or higher in the provision of highly specialized services in support of the Board of Supervisors, Executive Office, Assessment Appeals Boards, County Commissions and client departments.
Work is varied and more complex but responsibility for the final work product is limited.
Typical assignments include agenda and minute preparation, assessment appeal petition processing and scheduling, and procurement.
Incumbents handle a high volume of written correspondence, telephone and in-person contact in response to inquiries by elected officials, County staff, public and the media.
They must effectively communicate with people from varying backgrounds, organizational levels and with diverse purposes for seeking assistance from the Executive Officer of the Board.
Intermediate Board Specialists apply a considerable knowledge of departmental rules, policies, procedures, special terminology, and skills in the use of various computer and automation systems associated with the area of assignment.
EXAMPLE OF DUTIES Composes agenda entries, minute entries, communications, the statements of proceedings, and legal notices for the Board of Supervisors meetings.
Participates in the clerical work affecting special districts and City boundary proceedings, such as filings with the Secretary of State and the State Board of Equalization, setting hearings before the Board of Supervisors, securing necessary resolutions from County Counsel, and calling elections.
Processes assessment appeal petitions for the equalization of real and personal property assessments, schedules hearings before the Assessment Appeals Board, and the clerks, as well as records and communicates actions taken by the Boards and assessment hearing officers.
Composes agendas, minutes, and letters of actions taken at various County commissions, Joint Power Authority Commissions, non-profit corporations, and provides other support services including gathering data and compiling reports for presentation at meetings.
Makes arrangements and attends meetings for the Board of Supervisors, commissions, and other meetings as required to obtain information needed in order to communicate actions taken.
Prepares the payroll data necessary to produce total pay using eHR and provides other payroll services for the department, various client departments, and commissions.
Participates in providing clerical work for various personnel and special services including budget projections, the County employee service recognition award program, temporary clerical services, and Closed Sessions luncheons.
Participates in coordinating a considerable volume of procurement activities, including ordering, securing, providing supplies and equipment as well as office services for the Board Offices, Executive Office, client departments, and commissions.
Composes letters, prepares reports, and other material for signature or approval.
Answers inquiries and procedural questions from operating departments, the Chief Executive Office, County Counsel, Board Offices, commissions, employees, and the public.
Maintains files of official records of the Board of Supervisors, Assessment Appeals Board, commissions, and other groups to retrieve information when needed from these records.
Receives, processes, and routes mail to the proper Board Offices, Executive Office, Chief Executive Office, County Counsel, commissions, or client departments.
Participates in the review of State and County laws in order to implement new procedures that affect the Executive Officer-Clerk of the Board of Supervisors.
Participates in discussing new procedures or procedural problems with departments or commissions affected and in reviewing procedures to make changes where necessary.
Operates office machines as required, such as personal computers, calculator, fax, etc.
SUPPLEMENTAL INFORMATION EXAMINATION CONTENT: This examination will consist of two (2) components: PART I: A multiple choice and/or simulation assessment(s), weighted 50%, assessing Achievement, Professional Potentional, Responsibility, Team Work, Reading Comprehension, and Following Instructions.
