Weingart Center, a 501(c)(3) nonprofit agency headquartered in Downtown Los Angeles (DTLA) providing services to individuals experiencing homelessness, is hiring for a *Project Manager*.
Under the direction of the Director of Real Estate Development, the Project Manager (“PM”) will coordinate and direct a full range of real estate development activities to manage the financing, construction, and lease-up processes of new construction and rehabilitation projects that produce permanent supportive housing.
*This is an on-site, in office position.
* *Weingart Center no longer requires (though highly recommends) position incumbent to be fully vaccinated against COVID-19 as defined and mandated by the Centers for Disease Control (CDC), the California Department of Public Health (CDPH), the Department of Health Services of Los Angeles County (DHS), and the California Occupational Safety and Health Act of 1973 (Cal/OSHA) effective August 4, 2023.
However, this mandate may be reinstated at any time as recommended by these governing agencies.
* This positon will manage and direct all phases of a project development, including: * Selecting and building the consultant team.
* Initial feasibility analysis (financial & physical).
* Design development (concept thru construction drawings).
* Community outreach / engagement strategy.
* Securing entitlements.
* Financing.
* Construction oversight.
* Service plan definition & development, in coordination with services team.
* Lease-up, in coordination with property management and services team.
* Manage and coordinate all aspects of project financing, including identification of acquisition, predevelopment, construction and permanent funding sources.
* Preparation of funding applications.
* Negotiation of loan terms, with the support and input of the Director.
* Manage and coordinate all aspects of joint venture developments, including negotiation of Memorandum of Understanding and services agreement manage the partner roles to ensure project moves forward successfully.
* Preparation and maintenance of project financial proforma models, including defining development, operating and supportive service budgets.
* Coordinate with asset management, property management and services team during predevelopment and construction to ensure smooth tenant relations.
* Manage the construction process; select and negotiate contract with contractors; monitor construction team.
* Manage transition to operations; supervise property management; monitor tenant selection and lease up process.
* Evaluate reports, decisions, and results of the Real Estate Development team and recommend new approaches, policies, and procedures to effect continual improvements in operations and efficiency.
* May provide public presentations of project.
* Perform other duties as required.
*REQUIRED EDUCATION/TRAINING AND EXPERIENCE*: * A relevant Master’s degree with one (1) year or more experience in housing development, business, finance, urban planning or a related field.
* Two (2) or more years of experience in housing development, business, finance, urban planning or a related field, preferably for a non-profit, government agency or private financial institution.
* Demonstrated experience with public and private affordable housing funding resources and subsidy programs including low-income housing tax credit program, tax-exempt bonds, and syndication proceeds; ability to creatively combine financing tools to leverage housing funds.
* Experience in all aspects of affordable housing real estate development, including finance, entitlement and design, construction, lease-up and operations.
* Strong ability to analyze complex data, perform sophisticated analysis, and make appropriate recommendations.
*REQUIRED KNOWLEDGE, SKILLS AND ABILITIES*: * A results orientation to be responsive to the needs of the organization in a timely fashion.
* Finely tuned diplomatic, written and oral communication skills.
* Must have experience applying for, or knowledge of securing and managing key public and private financing sources for the development and operation of affordable and supportive housing.
* Strong strategic planning and management skills.
* The ability to manage several projects simultaneously and oversee effective operation of other administrative functions.
* Excellent interpersonal skills such as that he/she deals successfully with personnel on all levels in the organization and relates well to contacts outside the organization.
* Ability to define problems, collect data, establish facts, and draw valid conclusions.
* Excellent interpersonal skills and a team-building spirit.
