org/careers for details of this position and to apply ***POSITION OPEN UNTIL FILLED*** Definition: Under general direction, the Development Services Project Manager performs a wide variety of complex activities related to the planning, development, coordination, implementation, and oversight responsibility of one or more assigned construction project services within the Housing Authority’s development and real estate services and/or construction project management services areas; oversees the day-to-day operations of work, which include but are not limited to reviewing environmental reports, managing abatement and remediation projects, managing third party contractors and consultants, and evaluating engineering and architectural designs and related drawings, bids, specifications, estimates and funding that are involved in various construction project services relating to the rehabilitation or redevelopment of public housing sites, the acquisition, renovation, or rehabilitation of multifamily properties, and the development of certain non-housing assets for the Housing Authority.
Examples of Essential Duties: The Development Services Project Manager is responsible for planning, developing, coordinating, implementing, and oversight responsibility of one or more assigned construction project services within the Housing Authority’s development and real estate services and/or construction project management services areas, including but not limited to real estate acquisition, demolition, environmental remediation, and the development and repositioning of assets.
The incumbent oversees the day to day operations of work; reviews, assesses, evaluates and supervises plans, maps, records of survey, plot plans and calculations submitted by third parties such as engineers, architects and/or construction project managers for accuracy and conformance with all applicable codes and construction project services scope, which may include small and large projects on housing, parks, infrastructure, and/or commercial buildings; oversees the work of third party contractors and construction managers in the field; and represents the interest of HACLA in owner-architect-contractor meetings.
The Project Manager will review environmental reports and oversee the third parties to ensure the remediation and removal of toxic substances for Housing Authority projects.
The Project Manager will also manage and oversee the preparation of request for proposal (RFP) documents necessary to obtain services of outside consultants and contractors, including but not limited to bid advertisements and openings, the preparation of bid and construction services documents, the preparation of contract documents for execution such as drawings and specifications, cost estimates, bids, required permits, etc.
The incumbent reviews and analyzes bid submittals, examines bidder qualifications and makes recommendations as needed and/or appropriate; prepares records and reports; conducts on-site assessments of construction projects to determine compliance with contract documents, plans and specification and to correct problems as necessary or needed.
The Project Manager will also review designs of planned and proposed construction projects and provide comments and recommendations on behalf of the Housing Authority to improve project efficiency, aesthetics, and functionality.
The Project Manager will have familiarity with affordable housing project requirements financed with grants, Low Income Housing Tax Credit (LIHTC), tax exempt financing, Bond and Mixed income/use financial application models.
The incumbent will prepare construction project management services status reports, monitor overall progress, and address and creatively resolve solutions in the field.
The position will focus on all aspects of construction project management services from initial predevelopment stages and due diligence to monitoring progress, expenditures and performance including but not limited to reviewing and approving construction draws and change orders; directing and implementing project adjustments and using creative problem-solving in the field; prepares detailed reports and project schedules; participate in the development of policies and procedures.
The incumbent will conduct as needed analysis, make recommendations, engage in partnerships and activities, and the implementation of strategies of the developments owned or operated by the Housing Authorities or affiliated partnerships and organizations.
The position will also perform other job-related tasks as needed and required.
Minimum Requirements: Education: Bachelor’s degree in Public or Business Administration, Finance, Economics, Real Estate Management, Engineering, Architecture or closely related field.
Experience: Three (3) years of engineering, architectural, or construction management experience in managing real property developments financed by multiple public and private sources including tax credits or other government-assisted programs, including project management involving budget preparation, design and construction of building and/or public utilities, construction contract interpretation and administration; experience with master site planning for multi-phased developments as well as experience managing large multifamily projects is a plus; of the three (3) years’ experience, the ideal candidate would have had two (2) years’ direct experience overseeing the day to day operations of construction projects.
Knowledge of construction procedures, building codes, and estimating, budgeting, scheduling and safety practices is a must, while familiarity with environmental remediation and Low-Income Housing Tax Credits (LIHTC), TCAC and CDLAC regulations/procedures and other affordable housing financing sources or programs preferred.
High level communication, written and problem-solving skills are strongly desired.

Candidates will start at step one of an eight step salary range unless there are special exceptions in accordance with agency Personnel Rules.
