LAX Integrated Express Solutions (LINXS), a Fluor led joint venture, is seeking candidates for the LAX Automated People Mover Project.
LINXS was selected by Los Angeles World Airports (LAWA) to design-build, finance, operate and maintain the Los Angeles International Airport (LAX) Automated People Mover (APM).
The LAX APM will provide reliable, time-certain access to the airline terminals for passengers and employees with anticipated use of 30 million passengers per year.
The LAX APM is LAWA's first public-private partnership (P3) project.
The project includes a total of six stations, five of which Fluor is building, that will connect a new consolidated rental car facility, intermodal transportation facilities, expanded airport parking and Metro transit to the airline terminals.
The project will transform the experience for travelers at one of America's busiest and most iconic airports, while bringing jobs and workforce development opportunities to the local community This position assists in the management and execution of the Prime Contract in conjunction with the Project Director and the Law Department.
This role is assigned to Corporate Risk Projects at any location globally, excluding Fluor Government Group and Diversified Services projects.
The role may also be assigned to other projects as requested by the Business Lines.
Complexity of projects and the associated risk will be less than typically managed by a Director I.
This position is fully integrated with the project core team.
This position will require the performance of Prime Contract management execution activities in accordance with the Prime Contract with a view to preventing leakage and ensure reimbursement for valid changes for time and / or cost relief.
This position typically reports to the Project Director, but may also report to a higher level Prime Contract Manager; with functional responsibility to Prime Contract Management Functional Group.
The purpose of this position is to perform the essential prime contract management job duties and functions as listed below with the overall objective of establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability of the completed project.
• Provide support to business and execution units in the formation of prime contracts, including participating in the proposal, prime contract review, joint venture and/or subcontract partnering, and risk assessment process • Facilitate smooth transition from Award to Execution with the support of the Project team throughout life of a risk project • Coordinate with the Law Department and Insurance and Risk Management Group to obtain and provide information regarding commercial issues as well as coordinate with Project Controls and Project Business Services on commercial issues • Review project correspondence to ensure Fluor’s rights are protected and that it is consistent with the terms of the prime contract • Assist Sales in developing the Contract Summary in the proposal phase and then updating throughout the project in conjunction with the Project Director • Participate in functional management team reviews • Other duties as assigned Notice to Candidates: Background checks are carried out as part of any conditional offer made, including (but not limited to & role dependant) education, professional registration, employment, references, passport verifications and Global Watchlist screening.

Basic Job Requirements • Accredited four (4) year degree or global equivalent in applicable field of study and seven (7) years* of work‐related experience or a combination of education and directly related experience equal to eleven (11) years if non‐degreed; some locations may have additional or different qualifications in order to comply with local requirements • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders • Job related technical knowledge necessary to complete the job • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and regulations • Ability to attend to detail and work in a time‐conscious and time‐effective manner Other Job Requirements • Work with the project manager and project team to identify and maintain the prime contract baseline and ensure consistency with the Operating System Requirements (OSR) and Baseline Centric processes • Provide ongoing training in the various aspects of prime contract management to project managers and to other key members of project teams to address prime contract management principles, subcontract formation and administration, identification, preparation and resolution of claims • Work with Construction, Engineering, Supply Chain Management, Law Department, and Insurance and Risk Management to assist in facilitating organizational interfaces between those performing subcontract formation and administration • Ensure compliance to applicable Fluor Practices • Maintain knowledge bank of Fluor Prime Contract Management Practices • Provide specialized trouble‐shooting to projects • May be required to perform Contract Management duties if no Contract Manager is assigned to the project Preferred Qualifications • Accredited degree (or global equivalent) in business, law, engineering, construction management or cost engineering or equivalent experience • Requires a comprehensive knowledge of industry business practices and management of contracts and subcontracts • Understanding and experience with multinational business environments • Experience in pricing, contracts law, contract drafting, administration and negotiation of change orders, risk identification and mitigation, planning, and scheduling • Proficiency in the formation and administration of prime contracts and subcontracts through the several steps of bidder pre‐qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps • Demonstrated leadership and teamwork capabilities suitable for working effectively in a matrix organization and leading a workforce comprised of many nationalities and backgrounds • Excellent oral and written communication skills • Excellent interpersonal skills Salary Range 111,500 to 200,500 Benefits Fluor is proud to offer a comprehensive benefits package designed to promote employee health, wellness, and financial security.
