Coordinate all personnel management activities with associated management personnel Provide guidance and recommendations to organizational personnel for completing manpower and personnel documentation Maintain the unit personnel management roster/unit manning document and related organizational roster Maintain and update information contained within databases to track and coordinate efforts Assist in writing and maintaining office plans and procedures such as maintenance of an accurate organizational baseline, organizational charts, functional statements, and mission descriptions Primary point of contact for all unit civilian and military human resource management functions and shall provide expertise and guidance on all civilian and military matters related to procedures, rules, and regulations Assist the government with identifying present and future vacant civilian and military positions, creating justifications for requisitions, completing Request for Personnel Actions, completing/coordinating security waivers, creating Core Personnel Documents and updating Manpower Change Requests Assist with special civilian and military manpower requests to include but not limited to Reimbursable, Superior Qualification Packages, By-Name-Requests, and Position Designations Follow Space Systems Command (SSC), US Space Force (USSF) and Air Force Personnel Center procedures for recruit and fill actions Manage the civilian hire interview board/panel preparation to include but not limited to securing a location to hold the interview; building interview folders; and coordinating times with interviewees and board members Maintain and update information contained within databases to track and coordinate efforts Administer all unit-level activities required to effectively implement and manage government civilian and military appraisal systems per Office of Personnel Management, Air Force and SSC policies and guidelines Manage the organization’s In/Out Processing program to include but not limited to updating the in/out processing checklist and ensuring in/out processing checklists have been completed by all members act as a focal point and ensure personnel data is maintained in unit unique personnel database system Act as alternate military manpower specialist and assist the unit military manpower specialist as needed to monitor the Command’s military assignment cycle boards to include but not limited to Permanent Change of Assignment, Permanent Change of Station, Entitlements Integrated Process Team, and Vulnerable to Move Lists and notify leadership of timelines to submit requisitions, reclamas, and by-name-requests Provide recommendations on prioritization of positions, compiling requisition forms for job vacancies and submitting requisitions to base Assist as needed with analysis of the overall unit military, civilian and Contractor manning, both current and projected manning, in order to plan for future requirements and effective allocation of resources Provide assistance with projects such as, but not limited to, studies of organizations, functions, missions, and manpower Job Requirements 8 years of experience performing civilian and military personnel management and administrative operations support activities; including specifically the areas of: Civilian Human Resource Management, Military & Civilian Manpower Management, and Information Management/Operations Support within the government (military and/or civil servant), federally funded research and development center, or profit/non-profit government support/development contractor arena, of which three years shall include duties/assignments specifically in support of Air/Space Force programs.
Experience required using standardized and specialized software applications such as, but not limited to the following: -At a minimum, five (5) years of Microsoft Office Suite experience -At a minimum, two (2) Defense Civilian Personnel Data System (DCPDS) -At a minimum, two (2) Customer Support Unit Application (CSU) -At a minimum, two (2) Online Unit Manning Document (UMD) -At a minimum, three (2) years of Base Level Service Delivery Model (BLSDM) Required Education: Bachelor degree relevant to the area of expertise limited to the following: Management, Human Resources, and/or Business Secret Clearance Salary information below is a general guide only.
Salaries are commensurate with experience and qualifications, as well as business and market considerations.
Salary Range: $120,000 - $130,000 Please see standard Work, Physical and Mental Requirements for all Quantech roles.
Work Environment This job operates in a professional office environment.
This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines.
Physical Demands This is largely a sedentary role mostly sitting; however, some filing may be required .
This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs.
Mental Demands: Reading; communicate effectively (verbal and written); maintain emotional control and professionalism.
