Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles.
As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under direction of the Manager of System Components, the System Components Coordinator is responsible for program development (program design and implementation), and program management (program guidance, and the coordination of appropriate programmatic support) for LAHSA-funded components of the Coordinated Entry System, ensuring that all Los Angeles Continuum of Care (CoC) funded programs are being administered effectively, efficiently, and ethically.
Working within the System Components Unit, the Coordinator identifies and addresses program gaps and needs, and works to align system goals, opportunities, resources, and addresses barriers to program and systems-level success.
The Coordinator will work closely with LAHSA’s other System Components Coordinators, Access and Engagement Teams, Coordinated Entry System Coordinators, Performance Management Analysts, Project Managers, and Performance Analysis and Reporting department to draft and release data-informed guidance, and technical assistance.
The System Components Coordinator represents LAHSA’s commitment to excellent programming for those experiencing homelessness in Los Angeles County.
Essential Job Functions Assists in the development of practice standards, program guides, Statement of Work, and Scope of Required Services documents for new and existing programs that will provide a deeper understanding of programs, essential core components, and any funding regulations.
Develops working relationships with various stakeholders, community partners, and service providers in the development, evaluation, and enhancement of programming.
Supports the development and implementation of tools that will assist agencies to better track and provide services to program participants.
This will include guidance and training on how to access and utilize new tools/forms.
Coordinates and facilitate learning community platforms that will identify challenges and share best practices across agencies.
Works with interdepartmental staff to assess funded programs, prioritize areas of technical assistance needed, and identify resources for agency support.
Participates in the design of RFPs, and the evaluation of proposals submitted for funding.
Coordinates, facilitates, trains, and supports providers (in conjunction with LAHSA interdepartmental teams) in post-award activities, such as: contract coordination, contract and agency onboarding, and new program kick-off.
Coordinates, facilitates, trains, and supports providers in interpretation and implementation of, in understanding and programming of: Scopes of Required Services; LAHSA, ESG, CoC, any/all other funder-mandated guidance/policy and procedure into their programming and service delivery.
Provide resources, best practices, and Technical Assistance to contractors to ensure contracting and programming requirements are met.
Creates, reviews and tracks agency performance improvement plans; coordinate with other departments to ensure issues and concerns that are raised are properly addressed in a timely fashion.
Works with agencies to resolve Monitoring findings, concerns, and grievances, as well as to improve provider programming and compliance measures to minimize/reduce findings, concerns and grievances.

Knowledge, Skills & Abilities Familiarity with LAHSA funded programs, including best practices in homeless services program provision including Housing First philosophy.
Familiarity with the Coordinated Entry System strongly preferred.
Ability to establish strength based and positive relationships to work cooperatively with individuals, groups and organizations that are diverse in mission, composition, function, capacity, and geographic location.
Experience with program development, program implementation, program management, etc.
