Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles.
As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under direction of the Manager of the Housing Navigation Manager, the Systems Coordinator is responsible for program development (program design and implementation), and program management (program guidance, and the coordination of appropriate programmatic support) for LAHSA-funded components of the Coordinated Entry System.
Working within the Housing Navigation Unit, the Housing Navigation Coordinator identifies and addresses program gaps and needs, and works to align system goals, opportunities, resources, and addresses barriers to program and systems-level success.
The coordinator will work closely with LAHSA’s System Components Coordinators, Access and Engagement Teams, Coordinated Entry System Coordinators, Performance Management Analysts, Project Managers, and Performance Analysis and Reporting department to draft and release data-informed guidance, and technical assistance.
Housing navigation coordinator will coordinate encampment resolution efforts, working with providers and clients in ensuring active management of the system and creating through put.
The Housing Navigator represents LAHSA’s commitment to excellent programming for those experiencing homelessness in Los Angeles County.
Essential Job Functions Work with providers to assess the Housing Navigation program, prioritize areas of technical assistance needed and identify resources for agency support.
Coordinating client enrollments in Interim Housing sites.
Review and analyze data for HN needs, enrollments, in comparison to slot availability.
Enhance service delivery through the provision of targeted technical assistance and guidance to agencies.
Assists in the development of practice standards, program guides, Statement of Work, and Scope of Required Services documents for new and existing programs that will provide a deeper understanding of programs, essential core components, and any funding regulations.
Coordinate and facilitate learning community platforms that will identify challenges and share best practices across agencies.
Assist in the improvement of the Housing Navigation program, ensure essential core components and any funding regulations applicable to this program are followed.
Develop working relationships with various service providers, stakeholders, community partners, and housing authorities.
Coordinate, facilitate, train, and support housing navigation providers on various permanent housing programs, inclusive of short term and long-term subsidy housing programs.
Specifically, Scopes of Required Services; LAHSA, ESG, CoC, any/all other funder-mandated guidance/policy and procedure into their programming and service delivery.
Participates in the design of RFPs, and the evaluation of proposals submitted for funding.
Provide resources, best practices, and Technical Assistance to contractors to ensure contracting and programming requirements are met.
Creates, reviews and tracks agency performance improvement plans; coordinates with other departments to ensure issues and concerns that are raised are properly addressed in a timely fashion.
Works with agencies to resolve Monitoring findings, concerns, and grievances, as well as to improve provider programming and compliance measures to minimize/reduce findings, concerns, and grievances.
All other duties as assigned.
Knowledge, Skills & Abilities Familiarity with LAHSA funded programs, including best practices in homeless services program provision including Housing First philosophy.
Familiarity with the Coordinated Entry System strongly preferred.
Ability to establish strength based and positive relationships to work cooperatively with individuals, groups and organizations that are diverse in mission, composition, function, capacity, and geographic location.
Experience with program development, program implementation, program management, etc.
preferred.
Demonstrated experience gathering, aggregating, analyzing, and presenting data.
Demonstrated experience collaborating with others toward success and supporting teams to accomplish goals.
Self-motivated to produce quality results, learn concepts and develop skills necessary to work towards a goal.
Ability to learn and adapt to change, and ability to think critically and strategically required.
Strong written communication, verbal communication, and presentation skills.
Demonstrated organizational skills and proven ability to work independently and manage multiple projects and priorities within a multi-disciplinary team environment.
